Team Member Can’t access Certificates, Identifiers, and Profiles
Here on the forums I see a lot of reports like this: According to App Store Connect, I’m an Admin member of a team, but I can’t access the Certificates, Identifiers, and Profiles section of the Developer website for that team. There’s one really common reason for this, namely that this is an Individual team. This is clearly documented in Developer Account Help > Access > Roles and access, which says: If you’re enrolled as an individual and add users in App Store Connect, users receive access only to your content in App Store Connect and are not considered part of your team in the Apple Developer Program. So, if App Store Connect indicates that you’re a team Admin but you can’t access Certificates, Identifiers, and Profiles, it’s critical that you check that this is not an Individual team. To do this: Log on to Developer > Account. Select the correct team at the top right. Scroll down to the “Membership details” section. Look at the “Enrolled as” field. If it says “Individual”, then only the team’s Account Holder can access Certificates, Identifiers, and Profiles. OTOH, if it says something else, like “Organization” or “Enterprise”, then see below. If you’re working for someone else who only has an Individual team, I recommend that you encourage them to update to an Organization team. For advice on how to do that, see Developer Account Help > Membership > Updating your account information > Updating an individual membership to an organization membership. If you can’t access Certificates, Identifiers, and Profiles and you’re absolutely sure that this is not an Individual team, I recommend that you seek formal assistance via Apple > Developer > Contact Us. Enrollment stuck for weeks — upload link returns "account not authorized" (/ineligible), no reply from Developer Support
My Apple Developer Program enrollment has been stuck for several weeks and I can't get a response through any channel. Hoping someone from Apple can flag this internally. Situation: The enrollment fee is already paid — authorized and showing as completed on my card. My government-issued photo ID was uploaded earlier, before I made the payment. Developer Support (Case #102982502169) emailed asking me to re-upload my ID via https://developer.apple.com/contact/file-upload/ — but that link redirects to /contact/file-upload/ineligible and shows "Sorry, you don't have access. Your account isn't authorized to upload files", even when I'm signed in as the account holder. So I physically cannot complete the step they asked for. What I've tried: Replied to the email thread (Case #102982502169, Case #103012285256, Case #103015741490) multiple times — no response. No phone/callback option is offered for my account. Apple Support chat confirmed they have no way to escalate to the developer team. Could someone please either enable the file upload for my case, or confirm my ID is already on file so enrollment can be completed? Case #102982502169. Happy to provide any details. Thank you.

No replies from Apple Support about updating tax information and business type
I’m unable to get a response from Apple about correcting my account information. I’ve submitted support requests through Apple Developer Support and Apple Finance, and followed up by email, but my attempts to get help remain unanswered. As of 4 November 2026, the unresolved issues are: Tax information: I first submitted a correction request on 15 October, 20 calendar days ago. My App Store Connect tax form contains incorrect pre-filled citizenship and residence details that I cannot edit. Business/legal-entity information: I first requested a legal-entity name update on 11 October, 24 calendar days ago. I also submitted a membership business-type review/change request on 27 October, but the issue remains unresolved. Those waiting periods are measured from my first requests, not my latest follow-ups. Without a reply, I don’t know whether my requests are being reviewed or whether Apple needs anything further from me. How can I get these existing requests reviewed and receive a response? Is there an escalation route when support forms and email follow-ups produce no reply? I can provide case numbers and supporting documents privately to Apple. I’ve omitted personal, tax, banking, and account identifiers from this public post. Thank you for any guidance.

Apple Developer Program payment not linked to account (Apple ID mismatch, stuck in Pending)
Hello, I am experiencing an issue with my Apple Developer Program enrollment. Here is my situation: I enrolled using Apple ID A I completed the payment using Apple ID B (via iPhone) Both Apple IDs belong to me and have the same personal information However: My developer account still shows "Pending" It asks me to "Complete your purchase" The payment has been successfully charged No refund has been issued It has been over 80 hours Additionally, I currently see that both of my Apple IDs show "Pending" status, and the payment does not appear to be linked to either enrollment. I have already contacted Apple Developer Support and waiting for their response. My questions: Has anyone experienced a similar issue with Apple ID mismatch? How long did it take to resolve? Is there anything else I should do besides waiting for support?

Lengthy App Reviews | Lack of Customer Service | $99 Fee?
Hi all, Long wait times. No responses from Apple Developer Program. Maybe we can find support in the broader professional community instead of trying to get in touch with Apple Developer customer service via these forums? Should we take our thoughts to X or LinkedIn? Emails to Apple Developer Support go seemingly unnoticed, I am not sure if they actually even monitor the inbox. I think it would be better to have a voice outside of these forum walls so that they may have potential to actually be heard. Enrollment approved, now stuck at "Unable to Continue" after account mismatch on payment page (India)
Hello, I'm hoping an Apple staff member or someone who has hit this before can help. Situation: I enrolled in the Apple Developer Program (Organization) through the Apple Developer app on my Mac, signed in with my organization's Apple Account. Apple approved the enrollment and let me continue about a week ago. On the next page (payment), the account shown was a different Apple Account, my personal one that is signed in to macOS. I did not pay. Since then, tapping "Continue Your Enrollment" only shows: "Unable to Continue. Contact support at https://developer.apple.com/contact/." What I've tried (same result each time): Restarting the Mac Signing out and back in inside the Developer app Trying on a separate personal iPhone Support status: Case ID: 103014710787 I emailed support and sent a follow-up on the same case, with no reply yet. Phone support shows "currently unavailable" for me in India. I reached them by phone a couple of weeks ago, but not since. What I'm asking: Can someone from Apple confirm the approved enrollment is still linked to my organization's Apple Account and reset the enrollment state so I can continue to payment? Has anyone else seen this after an account mismatch at the payment step, and did anything fix it on your side? I'm happy to share screenshots if useful. Thank you!

Organization enrollment pending 15 days, no contact, phone support off, contact form failing (Enrollment ID KV9A5X2YR2)
Our organization enrollment, ID KV9A5X2YR2, has been pending since October 20. In that time Apple has not called, has not emailed, and has not explained what is holding it up. Support case 103014527097, opened October 31, has never received a reply. Phone support says it is unavailable due to high volume. The phone line tells you to use the website. And the website contact form now fails with an error every time I try to follow up. There is literally no working way to reach Apple about this. We are a venture studio that builds and launches apps, and this product is pre-launch. Our iPhone app is finished and our Android app is already in testing on Google Play, but we cannot open our website to the public until the iPhone app is ready for release. So the whole launch is now blocked only by Apple, and every week of silence costs us users and momentum. I have signed authority for the company and documents ready to send the moment anyone asks. Judging by this forum, we are far from the only ones. For a platform that depends on developers, this is a deeply disappointing way to treat the businesses trying to build on it. Could someone at Apple please flag this enrollment and case for review?

Individual enrollment: payment fails, waiting for ID verification (Case 103017253287)
Hi, I'm enrolling in the Apple Developer Program as an individual (Argentina). A third party is paying the membership fee on my behalf, so the card isn't in my name. Every order since October 30 has failed with "We're having a problem with your payment", and I placed a new order today. The enrollment page says that if the payment information doesn't match the enrollment information, the enrollment will be delayed and I may be asked for a copy of a government-issued ID. I'm ready to provide it, but I haven't received any request or upload link yet. I contacted Developer Program Support on November 2 (Case ID 103017253287) and also emailed devpayment@apple.com, but I haven't heard back, and my earlier orders are about to be canceled. Could someone from Apple please help route this case so I can submit my ID and complete the payment? I'd also like the earlier failed orders canceled so I'm only charged once. Thank you!

Individual Enrollment – “ID Verification Rejected” and “Contact Us to Continue”, No Reply From Support
My Apple Developer Program enrollment as an Individual (Türkiye) is stuck and I haven’t been able to get a response from Developer Support. What happened: I started enrollment in the Apple Developer app on iOS. My Turkish national ID card was rejected when I submitted it under the “Other” document type. I then verified on the Mac app. After I entered my address, I got “Contact Us to Continue”. The status now shows “ID Verification Rejected”. I think the cause may be a name mismatch. My Apple Account name was previously set to a nickname. I have updated it to my legal name exactly as it appears on my ID, but the support form still shows the old name. I contacted Developer Support around October 26 and followed up by email twice. I haven’t received a reply yet. I am not asking Apple to bypass any verification requirements. I am requesting: A review of my enrollment and confirmation of what information was incorrect A reset of the rejected verification state so I can verify again with matching details Confirmation of whether a passport is an acceptable document for Türkiye I can provide my passport or national ID through an official, secure Apple channel. Support Case ID: 103009505599 Country/Region: Türkiye Thank you. I’d appreciate it if this could be escalated to the Enrollment team.

Apple Developer Program Enrollment – Payment Declined, Bank Receives No Transaction
Hello Apple Developer Community, I am experiencing an ongoing issue while enrolling in the Apple Developer Program as an Organization. I have successfully completed the enrollment process and reached the membership payment stage. However, every time I attempt to pay the enrollment fee, the payment is declined. I contacted my bank, and they confirmed that no payment request or transaction attempt was received from Apple. I have also contacted Apple Developer Support multiple times, but unfortunately, the issue remains unresolved. This situation has delayed our ability to complete enrollment and publish our applications. I would appreciate any advice on the following: Has anyone experienced this issue and successfully resolved it? Why would Apple decline a payment before the transaction even reaches the bank? Is there an alternative payment method available for Organization accounts? How can I escalate this issue to the appropriate Apple team for a proper investigation? I would really appreciate hearing from anyone who has faced a similar situation or knows how to resolve it. Thank you for your time and assistance.

Individual enrollment blocked for 4 weeks: app only offers driver's license, web enrollment fails, no reply from support
I'm an EU citizen legally resident in Denmark, trying to enroll as an individual. I've been blocked since October 7 (case 102988764176) and I've run out of routes: Danish Apple Account, Apple Developer app: verification with my Danish driving licence fails. First "not accepted for your region", now "Verification could not be completed at this time. Please contact support." New Apple Account set to Italy, Apple Developer app: the only document offered is a driver's license. Passport isn't selectable, even though the enrollment documentation says passports are accepted in most regions. I hold an Italian passport but no Italian driving licence. Web enrollment with the Italian account: after entering my address and accepting the agreement, I get "We are unable to process your request. An unknown error occurred." Same in Firefox and Chrome. Support has sent one generic troubleshooting checklist. My email of October 19 has had no reply, and a callback I requested on October 28 never came. I've seen similar reports from Germany and Austria where only a driver's license is offered, so this looks like a regional configuration issue rather than a problem with my documents. Could someone from Apple look at case 102988764176, or tell me how to get a manual identity review? Has anyone in a similar situation found a way through?

41 Days of Apple Developer Enrollment — I Feel Like an Unpaid Tester
I am now 41 days into enrolling my U.S. LLC in the Apple Developer Program, and I am beyond frustrated. I am angry. My enrollment was already approved on October 9, but I still cannot pay the $99 membership fee or publish my applications. Timeline Sep 24: Submitted organization enrollment. Oct 1–9: Repeated support requests, document submissions, and manual identity verification. Finally approved on October 9. Oct 9–15: Payment failed with multiple cards. My banks confirmed Apple never sent authorization requests. Oct 15: Apple instructed me to restart enrollment through the Developer app. Identity verification then failed, despite the same passport having passed manual verification. Oct 15–26: Submitted screenshots, screen recordings, and diagnostic information. Followed up nine times without receiving a meaningful response. Oct 21–22: Tried phone support and the Developer Forums. Apple reset enrollment, but the same verification error persisted. Oct 26: A new advisor suggested returning to website enrollment — where the original payment problem occurred. Oct 28: Support said the case had been escalated to Engineering. Nov 2–3: Still being asked to reinstall the app, update devices, and adjust camera positioning. Tried everything on two devices. Same error. My frustration At this point, I feel more like an unpaid tester for Apple's enrollment system than a customer trying to purchase a developer membership. I have followed every troubleshooting instruction, often responding the same day. Yet Apple provides no findings, no concrete solution, and no estimated resolution date. Worse, the communication process itself is unacceptable. I reply to an email, wait several days or even a week, and receive another basic troubleshooting instruction. I am left stranded while my business and product launches remain blocked. What I am asking Apple I am not asking to bypass any verification requirements. I need Apple to take ownership and provide a concrete resolution. Please restore my previously approved enrollment, provide manual identity verification, or fix the underlying payment issue. I also request direct communication with someone who can actually coordinate a resolution — by phone or video call if necessary — rather than continuing this endless email cycle. After 41 days, I need a solution and a realistic timeline, not another round of troubleshooting. I can provide my enrollment details and support case numbers privately to Apple staff.

Enrollment Issue
Dear Apple Developer Support Team, I am writing to request a review of my Apple Developer Program enrollment status. I recently completed the required identity verification process and submitted all requested documents. I also received an email indicating that I could proceed with enrollment. However, when continuing the enrollment flow, I was informed that the account cannot be provided at this time, without any additional explanation. I would appreciate it if you could kindly: Confirm whether my Apple ID is eligible for enrollment Clarify if any further action is required from my side Advise whether I may reattempt enrollment or if there is any restriction on my account I understand that certain decisions may be based on internal review criteria; however, I would be grateful for any guidance on how to proceed so I can complete enrollment successfully and continue development activities, including TestFlight distribution. Thank you for your time and assistance.

Cloud-Based App Builder: Rules for Automated App Store Submission on Behalf of Users
Hello everyone, I'm building a cloud-based AI mobile app development platform called TryAppnetic (https://tryappnetic.com), where users can generate React Native/Expo applications and publish them under their own Apple Developer accounts. I'm currently researching how to implement automated iOS app publishing and have some questions regarding the Apple Developer Program License Agreement. Specifically, Section 2.9 appears to restrict third-party service providers from submitting applications to the App Store or using TestFlight on behalf of developers. Section 5.1 also introduces restrictions around certificates and private keys. I'd like to understand what is technically and legally permitted for a platform like ours. Our intended workflow: A user generates an iOS application using our platform. We build the application in our cloud infrastructure. The user authorizes access to their Apple Developer account. We use authorized credentials or App Store Connect API keys to manage the build and upload process. The application is published under the user's own Apple Developer account. My questions: Is it permitted for a cloud-based platform to build and compile iOS applications on behalf of users? Can we automate code signing using certificates and provisioning profiles belonging to the user, provided they explicitly authorize their use? Can we use customer-generated App Store Connect API keys to automate uploading builds to App Store Connect? Does Section 2.9 prohibit automated build uploads as well, or does it specifically prohibit the actual submission of an app for App Store review and TestFlight distribution? Would it be compliant to automate the entire build and upload process but leave the final App Store submission and TestFlight distribution actions to the account owner? I'm particularly interested in hearing from developers who have built cloud-based development platforms, CI/CD services, or automated iOS publishing workflows. I'd also appreciate clarification from anyone familiar with Apple's interpretation of Sections 2.9 and 5.1. Thanks!

XmasMaps (Team ID: 34WAQXFJHP) Stuck in "Waiting for Review"
To Apple Engineers, I don't seem to get any updates or responses so I will keep trying to reach out here. Please work with me on what is needed to get my app approved. it is truly important to get it deployed as soon as we can so I can begin to launch and promote the app in App Store. It has already been live on the Google Play Store for a couple weeks. My app: XmasMaps has been going from "Waiting for Review" to "Rejected". I would fix the mistakes right away which would put XmasMaps back into "Waiting for Review". This App would be a useless App after November. Our app, XmasMaps, has been stuck in "Waiting for Review" since September 29th, 2026 (Submission ID: 1ced2377-575b-4bdd-812f-2852a23c2ffc). Timeline of previous actions: Sept 29, 2026: Initial submission Oct 8 & Oct 11, 2026: Resubmitted fixes following rejections Oct 14, 2026: new build resubmitted, currently stuck in "Waiting for Review" Oct 16, 2026: Expedited review request submitted Oct 19, 2026: Support customer inquiry submitted Android is already live, and we are hoping to clear iOS review so users can access the platform ahead of the upcoming holiday season. Oct 24, 2026: Rejected again for something already built into my latest build. i resubmitted right away and now put back into "waiting for review" when I would expect that the engineer who rejected it would take it back and finalize my app. Oct 28, 2026: As of today, I opened multiple app requests for an update and update the forum multiple times until I can try to get a response. Submission ID: 1ced2377-575b-4bdd-812f-2852a23c2ffc Support Case ID: 102982950152 / 103008467960 Team ID: 34WAQXFJHP I ask, please assist and review my app. I really need it live on both platforms to promote it. Please let me know if any additional information is needed from my side. Thank you.

Paid Apple Developer Program enrollment still pending; support cases unanswered
Hello, I completed enrollment and paid for the Apple Developer Program on Oct 22nd, but my account still does not show an active membership. I have not received an explanation of what is holding up the enrollment. I opened a Developer Support case on October 25 and sent a second request on November 2. Both were acknowledged, but I have not received a substantive reply or status update. I also called general Apple Support, but they said they could not help with Developer Program enrollment or transfer me to Developer Support. I haven’t found a direct phone option for the Developer Support team. Could someone advise what I should check on my side, and whether there is an official way to have a paid enrollment reviewed or escalated? If you’ve resolved a similar issue, I’d appreciate hearing what helped. I can provide my case numbers and payment confirmation through Apple Support if needed. Thank you.

Individual enrollment pending for two weeks – never reached payment step
Hello, I enrolled in the Apple Developer Program as an individual about two weeks ago using my Apple Account and national ID. Since then, the enrollment has been pending and I haven't received any update or email from Apple. I was also never asked to pay the membership fee, so it seems the enrollment hasn't moved past the review stage. I have contacted Apple Developer Program Support, but haven't received a reply yet. Has anyone experienced this recently? Is there anything I can do on my side to move the enrollment forward, or should I simply keep waiting? Thank you.

Developer Account Terminated Under 3.2(f) — No Access to Reinstatement, Complaint Procedures, or Outstanding Proceeds
Title: Developer Account Terminated Under 3.2(f) — No Access to Reinstatement, Complaint Procedures, or Outstanding Proceeds Hello Apple Developer Support, We are a software company based in Türkiye, and our Apple Developer Program membership was terminated on October 16, 2026, under Section 3.2(f), following a Pending Termination Notice issued on September 11. Our main concern is that Apple has not only terminated our developer membership but has also made the official reinstatement and complaint procedures inaccessible, while substantial proceeds from our applications remain unpaid. When we sign in to App Store Connect using the Account Holder's Apple Account, we are presented with a nearly blank page showing only "Users and Access." We cannot access our applications, financial information, App Review correspondence, or the "Re-instate a Terminated Developer Program Membership" option. Additionally, the termination email explicitly directs us to https://developer.apple.com/contact/p2b/ to file an official complaint. However, when we open that link while signed in as the Account Holder, the page displays: "You're not eligible to make this request." We are effectively locked out of every designated channel for challenging the termination or requesting reinstatement. This situation raises serious concerns about procedural fairness and transparency. Apple has terminated our membership, restricted our access to essential account information, and left our outstanding proceeds unresolved, without providing an accessible mechanism to formally challenge these actions. How are we supposed to exercise our right to request reinstatement or submit a formal complaint when Apple's own systems prevent us from doing so? We urgently request: An accessible alternative method to submit our reinstatement petition and formal complaint, or manual restoration of access to the designated procedures. Written clarification regarding the status and settlement of our outstanding developer proceeds. A meaningful opportunity to challenge the termination decision through an accessible and transparent review process. This termination has caused significant financial and operational harm to our business. If these issues cannot be resolved through Apple's official procedures, we reserve the right to pursue all available legal remedies to protect our company's interests, including the recovery of outstanding payments. We can provide screenshots demonstrating both access restrictions. Developer Support Case: 102974109993 We are not requesting special treatment. We are requesting access to the very procedures Apple instructs terminated developers to use. We would appreciate a substantive response from Apple staff explaining how we can proceed. Thank you.

Thank you.
