After almost 2 weeks of waiting, I called up Apple Developer support. They told me as long as I'm a tax resident of the country and I can provide the tax details correctly its okay. Apparently the current finance support backlog could be few weeks to months of wait. I still emailed Apple Finance to let me know if anything needs to be changed just incase.

Same issue too. Citizenship is locked to my coutry of residence but my citizenship is different. 12 days no reply.

I have the same issue too. Where the field "Country or Region of Citizenship" is locked to my permanent resident country but my citizenship is else where. Still waiting to hear any response from the support.
