Enrollment blocked 84 days under Operations Review — two contradictory causes given, and the workaround Apple recommended also fails

Case 102942784381. Organization enrollment, US, blocked since early July 2026. Posting here because email support has run out of things it is able to tell me.

Summary: my enrollment is held in Operations Review. I have been given two different and mutually exclusive causes, no timeline, and no escalation path. The alternative route Apple Developer Support recommended fails at the first step, before enrollment is even reached.

Timeline

  • ~Jul 8 — enrollment blocked.
  • Jul 19 — Advisor: "We have resolved the issue for you. Please try submitting your enrollment again." It was not resolved.
  • Aug 6, Aug 20 — case escalated to Operations twice more. No timeframe given either time.
  • Aug 24 — Advisor: the system "continues to flag your trusted device or trusted phone number as being linked to another existing Apple Developer Program account."
  • Sep 1 — narrowed to the trusted device. ID verification reset a third time. Same block.
  • Sep 3 — a phone advisor told me, without qualification, that one of my devices had previously been registered to a developer account. The same day, my advisor wrote that the devices on my free Personal Team are not the cause.
  • Sep 3 — web enrollment also fails: "Your enrollment could not be completed at this time."
  • Sep 9 — Advisor: "There is no target date or estimated timeframe... Because this is already with the highest level of review, there is no further escalation path above them."
  • Sep 15 — Advisor: "the ongoing review is tied to your specific Apple Account and identity verification, not the device or platform used." This contradicts Sep 3.
  • Sep 15 — recommended alternative: have a partner enroll the company using their own separate Apple Account, then invite me as Admin.
  • Sep 29 — my business partner attempted exactly that and could not create an Apple Account at all. Details below.
  • Sep 30 — day 84. No change.

What I have provided

LLC documentation, driver's license, D-U-N-S number, serial numbers for both of my devices, and a full audit of both machines. I corrected an error in my own records the moment I found it. I have tried the Apple Developer app and the web. I have sat through three resets of the identity verification, each producing the identical block.

The contradiction

Sep 3, by phone: a device of mine was previously registered to another developer account. Sep 15, in writing: the review concerns the identity verification on my Apple Account, "not the device or platform used."

Both cannot be true. I have asked which one to plan around and have not been given an answer. Support has also stated they cannot confirm hardware registration status or disclose the factors of the review, so no one I can reach is able to see the flag they are describing.

The recommended workaround fails

On Sep 29 my business partner — a separate person, listed on the LLC and the D-U-N-S record — attempted to create her own Apple Account on her own Windows PC, with her own legal name, email and phone number. Apple emailed her a code; she entered it. Apple texted her a code; she entered it. Result:

"Your account cannot be created at this time."

Same failure through developer.apple.com and through the standard Apple Account sign-up. Note this is not the duplicate-identifier message, which reads "an Apple Account already exists that uses it." My internet is Starlink, so we retried on a Verizon hotspot, on a different carrier entirely. Same result.

So Apple verified both of her identifiers and then declined to create the account.

What I am asking

  1. Can someone with visibility look at case 102942784381 and say which identifier is actually flagged — the device or the account? The two answers I have been given are incompatible.
  2. Is there any resolution path when Operations Review is described as the highest level with nothing above it, and it returns no determination?
  3. Is the account-creation failure on my partner's separate account related, or coincidental?

I am not asking to bypass anything. I have supplied everything requested and I am trying to pay the $99 membership and ship a finished application. I would take a definitive "no" over another indefinite hold.

Happy to provide serial numbers, DSID, screenshots or anything else privately.

Hello,

Developer Support is continuing to review and respond to your case. Please allow additional time for them to respond to your most recent email.

It is important to note that account-specific matters fall outside what the forums are able to address. Developer forums are focused on software and accessory development questions. Please understand that we do not review individual account, or membership status questions for privacy reasons.

Thank you,

Thank you for the response, but this is exactly the problem I am trying to document. I understand that the forum cannot review or resolve an individual account. I did not post here expecting the forum itself to fix my enrollment. I posted because Developer Support has had case 102942784381 for 86 days, the case is already with Operations Review, I have been told there is no timeframe and no escalation path above that team, and I have received contradictory explanations regarding what is actually blocking the enrollment. I provided the full timeline in this thread specifically so that this would not be reduced to simply “please allow additional time.” I was first told Apple’s system was flagging my trusted device or trusted phone number as being linked to another existing Developer Program account. Later I was told the review was tied to the identity verification on my Apple Account, not the device or platform used. Those are materially different explanations, and nobody has been able to tell me which one is actually controlling the case. Apple then gave me an alternative path: have my business partner create her own Apple Account and enroll the company separately. She attempted that using her own legal name, email address, phone number, Windows PC, and even a different internet connection. Apple verified both her email and phone and then refused to create the account with: “Your account cannot be created at this time.” So the workaround recommended by Developer Support also failed before Developer enrollment could even begin. I am not asking the forum to disclose private account information or bypass a security review. I am asking for this situation to be escalated internally from your side because the normal support process has now been exhausted for nearly three months without a diagnosis, timeframe, or working path forward. If the forum team has any ability to flag this case to Developer Support, Operations, or another internal Apple team for review, please do so. I have supplied everything requested, including my LLC documentation, driver’s license, D-U-N-S information, device serial numbers, and a complete audit of my hardware. I have also gone through multiple identity-verification resets. At this point I need one of two things:

  1. A functioning path into the Apple Developer Program, or
  2. A clear determination that Apple is not going to allow this enrollment to proceed.

I am not asking for another generic request to wait. That is what I have already been doing for 86 days. Case 102942784381.

Same problem My individual Apple Developer Program enrollment fails with “Your enrollment could not be completed at this time.” Developer Support told me that a trusted device may be associated with another Apple Account, but they cannot identify the account. I checked the Apple Accounts I know, found my trusted phone number on one of them and removed it. That account now has a different trusted number and shows no devices, but enrollment is still blocked.

I’ve been developing for Apple platforms since 2010, attended WWDC in San Francisco in 2012, worked as an Apple Consultant, and have been involved in bringing around 100 apps to the App Store throughout my professional career.

Unfortunately, getting my own individual Apple Developer Program membership approved has turned into an incredibly frustrating experience.

My enrollment has been stuck for several months. I’ve completed the requested identity verification steps, followed Apple’s instructions, and contacted Developer Support numerous times.

The case was escalated to the Operations team, but nothing seems to have progressed. Each time I follow up, I receive essentially the same generic response, often from a different support representative: the team is working on it, and no further action is required.

There is no explanation of what’s blocking the enrollment, no estimated resolution date, and no apparent way to reach someone who can actually resolve the issue.

Meanwhile, I have apps ready for distribution that I cannot publish through my individual account.

I understand that Apple cannot discuss individual account issues in these forums, and I’m not asking for that.

My question to the community: Has anyone experienced a similarly prolonged enrollment process and found a successful way to escalate it beyond regular Developer Support?

After more than 15 years in the Apple developer ecosystem, I find this experience deeply disappointing. I’m simply looking for a way to get an actual resolution rather than another automated-sounding reply.

I am another developer affected by what appears to be the same suspension wave on September 23, 2026.

My account was suspended on the same date under DPLA Sections 14.8(a) and 2.8, with allegations related to digital asset activities that have absolutely no connection to my applications or business.

I am based in Belarus. I have submitted multiple support requests and sent several emails to provider_review@apple.com, but I have received no substantive response or instructions on what additional evidence is required.

My case has now been unresolved for over a month. My membership expired on September 22, and I am unable to renew it because of an enrollment loop.

It is concerning to see several independent developers reporting the same suspension date and the same lack of communication from Apple.

Has anyone in this thread received an actual response or had their membership reinstated? I would especially appreciate hearing from anyone whose case has been resolved.
