Update, 27 October: my Paid Apps Agreement is Active now. Finance finally replied on case 22532856 with a procedure, so here it is, since it's the first real answer I've had in a month.
Submit the US tax form in App Store Connect as it currently stands, wrong citizenship included. Finance said they can't change anything until the Paid Apps Agreement is Active, and it only goes Active once that form is in. Mine switched from Pending User Info to Active right after I submitted.
Once it's Active, download a blank W-8BEN from irs.gov and fill it in with your real citizenship. Name and address have to match your developer account exactly or they reject it. Sign and date it.
Name the PDF with your 8-digit Finance case number and upload it through the secure W-8 upload link Finance sends in their reply.
Reply to their email to say it's uploaded. They were clear they won't look for the file otherwise.
I didn't like signing a form with the wrong citizenship either, but this is the procedure Finance gave me in writing, and the corrected form went in the same evening.
Two things they mentioned: the corrected form won't show up in App Store Connect (the online one keeps the old citizenship, so don't wait for it to change), and it can only correct things like citizenship, status or tax ID, not name or address. @KruTwinsDev, yours is the address, so this route may not cover it.
If you've only had the automatic acknowledgement so far, it might help to reply on your case and ask for the procedure for when your country of citizenship differs from your legal entity address. That's how Finance described it to me.
I'll post again once they confirm the corrected form has been processed.
