Same issue. My account is registered in Georgia, but my citizenship is Belarus. Line 2 of the W-8BEN is locked to Georgia, so my Paid Apps Agreement is blocked. So far I've opened a few support cases, including Finance (Tax), with no reply yet. I've also filed a report in Feedback Assistant referencing FB 25135399.
