Reply to 2+ weeks to get a developer account... Normal?
Update: Support again offered to cancel my enrollment so that I could try again with the Apple Developer App. As predicted, it didn't work for the same reason as before (Canadian passport declined). This will be my enrollment attempt #4, 12+ support emails, 4-5 phone calls (with regular support... never managed to talk with Developer Support) and over 50 attempts to pay using 10+ different US debit and credit cards. I never had to work so hard giving a company 99$... Why don't you just enrol as a Canadian? Or as a Canadian business? Because I don't have a Canadian bank account or a Canadian address. And most importantly, because I'm trying to sign up my business, which is a US company. Maybe I could hire a US citizen as director of my company for a few weeks to get through this process? I wonder if that would work. I don't really see any other option right now.

I signed up again via Apple Developer website. Submitted all the KYC documents (passport picture, business documents, etc.) and a few days later, got an email from Apple saying: "Your enrollment request has been accepted. To complete your organization's enrollment in the Apple Developer Program, please sign in to your developer account to review and accept the Apple Developer Program License Agreement, and complete your membership purchase." I login, accept the license agreement and, when it's time to pay for the membership my card, gets declined. I tried 4 debit cards and 1 credit card. All from American banks (Bank of America, Paypal Card, Mercury Card) and I entered all billing information matching correctly. The banks tell me they didn't decline any transaction. So I call the support number on the checkout page... I get transferred 5 different times (even got transferred to Goldman Sachs once cause they thought I was using an Apple card I guess?) and repeat my story each time and they keep transferring me to different lines. The last guy told me that since this was a developer program issue, he couldn't help with that. I emailed developer support again. My prediction is they will send me another canned email saying to use the Developer App (which doesn't work). Wish me luck guys, I won't give up that easily.
