Thank you for sharing your experience and your perspective. However, my situation is quite different from what you experienced. In my case, my application has already been reviewed and accepted. I received an email from Apple confirming that I could proceed and finalize my Apple Developer Program enrollment by signing the agreements and paying the annual $99 membership fee.
