The option to enroll shows me grayout, or mesaagge "Your enrollment could not be completed". Revirewed my account information, but I cant tell what is the cause.Any help would be Appreciated. Thanks.

That message does not reveal which enrollment check failed. Check that the Apple Account has two-factor authentication enabled and that your account details are current, then try enrollment once from the Apple Developer app or the website. If the button is still disabled or the same error returns, contact Apple Developer Support and include the exact wording, your country or region, and whether you are enrolling as an individual or organization. They are the only ones who can see the account-side reason.
