Locked field in the W-8BEN tax form

I'm a tax resident of the Netherlands and have a Ukrainian citizenship. The field "Country or Region of Citizenship" is locked and prefilled with "Netherlands". I don't want to provide incorrect information and still waiting for the support answer. This is obviously a bug. How can I change it? I've seen some similar posts, but there is no useful answers.

Facing the same issue - did you get a resolution? I have been stuck with Apple Support (or lack thereof) for 3 months now. I follow up every week and get the same canned "The finance team is looking into it" response.

Hello,

I have an absolutely identical situation. My country of citizenship is automatically set incorrectly in the W-8BEN form, and the field is locked so I cannot change it.

Were you able to resolve this issue? If so, how?

Also, are there any other ways to contact Apple Support or Finance Support regarding this issue?

I have already been waiting for a response from Apple Support for almost three weeks and have not received any response to my Finance Support requests.

I would really appreciate any advice.

Thank you!

Same here, no response from Apple Finance for over a week now

I’m in the same situation. I’m Ukrainian and live in Poland, but Apple has my citizenship set to Poland, and I can’t change it. I contacted support a week ago and still haven’t received a reply. It’s really frustrating to be stuck like this with no help.

I’m dealing with a very similar issue. My W-8BEN Permanent Residence Address is also locked to my Apple Developer enrollment country, while I currently reside in another country. I’ve been waiting over three weeks for Finance Support despite several follow-ups and a separate Developer Support escalation. If you get any resolution or a manual correction process from Apple, please update this thread. I’ll do the same if my case gets resolved first.

I have the same issue.

Quick research shows that only tax residence matter for W-8BEN and Apple doesn't even send citizenship info to US tax service, but would be better to verify it with tax consultant. It might be faster than waiting for response from Apple. Say if anyone had tax consultation about this.

I have the same issue too. Where the field "Country or Region of Citizenship" is locked to my permanent resident country but my citizenship is else where.

Still waiting to hear any response from the support.

Same problem. Wrong citizenship is locked and no responses from support yet.

After almost 2 weeks of waiting, I called up Apple Developer support. They told me as long as I'm a tax resident of the country and I can provide the tax details correctly its okay. Apparently the current finance support backlog could be few weeks to months of wait. I still emailed Apple Finance to let me know if anything needs to be changed just incase.

An update on my situation: I opened a Finance Support case on September 24 about the W‑8BEN citizenship field being incorrectly locked to Poland. I’m an Israeli and Ukrainian citizen living and paying taxes in Poland.

After 26 days without a resolution, I spoke with Apple Developer Support by phone on October 20. The advisor was very helpful and escalated the issue to Finance, noting a typical response time of 24 hours to 3 days.

He also suggested changing my personal Apple Account region to Israel to see whether the citizenship field would update. Unfortunately, it didn’t—even after signing in through an incognito browser window (which proves the citizenship field in W‑8BEN comes not from your personal Apple Account). My Developer membership and citizenship remained in Poland, and the W‑8BEN field stayed locked.

That experiment created another complication: in Israel, Apple TV is now bundled with iCloud+. Since I was subscribed to iCloud+, I couldn’t switch my account back to Poland because Apple reported an active Apple TV subscription, even though no separate Apple TV subscription appeared in my list.

I had the same experience with Apple Music when I originally moved to Poland. Cancelling the subscription wasn’t enough: I had to wait until the subscription period ended before I could change my country. That experience is why I decided never to subscribe to Apple Music again.

Now I’ve encountered the same restriction with Apple TV—even though I never requested or separately signed up for it. It was automatically included with iCloud+ when I changed my region to Israel, and it now prevents me from switching back to Poland.

I cancelled my iCloud+ renewal, but it remains active until November 18, and the region change is still blocked. With approximately 803 GB of photos and files in iCloud, I’m now arranging a separate backup to protect against any risk of data loss after my paid storage expires—all following an attempt to correct one field.

As of October 26, it has been 32 days since my original request and six days since the call. Developer Support has confirmed that Finance is investigating, but I still have no resolution. I sent another follow-up today and will update this thread if I hear anything.

Sharing this particularly for anyone considering the Apple Account region workaround: it didn’t fix my W‑8BEN and introduced an unexpected obstacle to switching back.
Has anyone here managed to get the citizenship field corrected?

Exactly the same situation here. I'm an Indian citizen and Australian permanent resident, but Apple has incorrectly locked my W-8BEN citizenship field to Australia.

I've been trying to resolve this for almost two months, with no meaningful response or resolution from Apple Finance Support. My apps are ready, but I still can't publish them as paid apps because of this issue.

It's frustrating having to check my inbox every day for something that we can't correct ourselves. Please keep us updated if you find a solution. So much mental stress.
