Build 174 uploaded afterwards is VALID, is assigned to our external beta group, and all required information is complete (Beta App Review contact + demo account, privacy policy URL, export compliance). Submitting for external Beta App Review always returns 422 ENTITY_UNPROCESSABLE ("Please try again later"), request IDs bbdfa243-8908-4496-acf9-58842db633c1 and b64cdf9b-634e-4c86-8e3f-f126494a7c8d.
