I just got an iPad Mini 8 (A20 Pro) preloaded with iPadOS 27.2 and was also getting this issue reliably (checked crash logs and it was the same). I have a bunch of languages installed, and through some experimenting, I found a workaround for this issue was to switch to an English keyboard (in my case, en-CA). After that everything was working. This might just be limited to the Japanese language keyboards/settings.
