I spoke to Apple Business Support on the phone today and they told me to lodge a the contact us on the developer page: https://developer.apple.com/contact/topic/select I lodged it under Feedback and Other Topics --> My issue is not listed. Got a case number - but who knows if I will hear anything. Such a frustrating issue!
