Same issue on our team. All apps are affected: TestFlight installs fail with HTTP 404 "Error Downloading Install Data", and external submission returns 422 ENTITY_UNPROCESSABLE "Please try again later." Builds are VALID and IN_BETA_TESTING, the Free Apps Agreement is Active. Case ID: 103012518088. Only automatic replies since October 29. Could someone from Apple please check whether the Beta Contract is missing for our team, re-provision it if so, or escalate the case to the TestFlight team?
