Thanks, Quinn! Asking Developer Programs to rename the team worked: they removed the non-ASCII character from the team name. One step others will need: the rename doesn't change existing certificates. They keep the name they were issued with, so Xcode Cloud kept signing with the old one. After I revoked every distribution certificate still carrying the old name, Xcode Cloud issued a new one under the ASCII name and the build reached TestFlight.
