Hello, I am trying to enroll in the Apple Developer Program as an individual, and enrollment fails at Review and Accept. The web flow ends at developer.apple.com/enroll/error with "We are unable to process your request. An unknown error occurred." The Apple Developer app says "Enrollment through the Apple Developer app is not available for this Apple Account" and sends me back to the website.
