App Store Connect Blocking Live App Update Over EU VAT Requirements — Apple Support No Longer Responding
I'm a U.S.-based independent developer with an existing, published iOS app. For nearly two months, I've been unable to submit version 2.2, which introduces my first auto-renewable subscription. App Store Connect displays the error: “You must first provide all missing required tax information.” Under Agreements, Tax, and Banking, 27 EU countries show missing VAT information associated with the Alternative Terms Addendum. Here's what I've already verified: U.S. W-9 is active. Paid Applications Agreement and banking information are active. App distribution is restricted to the U.S. and Canada. Subscription availability is restricted to the U.S. Digital Services Act (DSA) declaration is completed. I've accepted the latest agreements. My existing app (version 2.1) remains live on the App Store. I've contacted multiple Apple Support departments via email over roughly two months. I've repeatedly explained the issue, but responses have focused on unrelated DSA requirements or redirected me elsewhere. Apple Support has now stopped responding to my inquiries altogether. I am not registered for EU VAT, nor am I distributing my app or subscription in the EU. I don't want to register for foreign tax obligations simply to satisfy what may be an outdated agreement requirement. My questions: Has anyone experienced this exact tax-validation error when submitting an update to an existing app? Is there a legitimate way to clear VAT requirements associated with the Alternative Terms Addendum? Is there an escalation route or technical workaround when Apple Support stops responding and an existing app cannot be updated? I'd greatly appreciate firsthand experiences or guidance. I'm trying to resolve this without losing my existing App Store listing, users, or subscription configuration.
