TestFlight Beta Contract Missing – ENTITY_UNPROCESSABLE.BETA_CONTRACT_MISSING

Hello, I am unable to use TestFlight for any app (existing or new), while production uploads work normally.
All TestFlight actions fail with: ENTITY_UNPROCESSABLE.BETA_CONTRACT_MISSING
There are no pending agreements in App Store Connect. This is an older account that previously used TestFlight successfully.
This appears to be a missing or detached TestFlight Beta contract on Apple’s backend. Could this be manually reattached or re-provisioned?
This is time-sensitive, as I need a TestFlight external testers link to submit an app for an upcoming hackathon.
Apple Support case ID (for reference): 103002585507
Thank you.

Because this affects every app and no agreement is pending, it sounds account-side rather than build-specific. Have the Account Holder check App Store Connect → Business → Agreements, Tax, and Banking. If nothing is available to accept, update your existing Support case with the Team ID, exact error, timestamps, and ask Apple to verify the TestFlight Beta contract is attached to the team and re-provision it if needed. There may be no self-service fix when the contract is missing from the account.

Same issue here, still unresolved.

Team ID: 3N55P5V7R4
App Apple ID: 6825251465 (com.youjian.im)
Build: 3.10.5 (174), build ID 2dc8cccf-ad08-494b-b33c-a36623e98c7f

All TestFlight builds were invalidated at 2026-10-27 12:33 UTC after the Developer Program agreements were updated. Build 174
uploaded afterwards is VALID, is assigned to our external beta group, and all required information is complete (Beta App Review
contact + demo account, privacy policy URL, export compliance). Submitting for external Beta App Review always returns 422
ENTITY_UNPROCESSABLE ("Please try again later"), request IDs bbdfa243-8908-4496-acf9-58842db633c1 and
b64cdf9b-634e-4c86-8e3f-f126494a7c8d.

Feedback Assistant case: FB25345629.

Could an Apple engineer please check whether the team's Beta Contract is attached and re-provision it? The app is free with no
in-app purchases.

@ott3541 Please be aware I do not work on that team, so the only way is to contact them at the Apple Developer support:

That form will reach the correct people that will be abble to help you.
